With a focus on the occupied Palestinian territory and Palestinian refugee camps in Lebanon, we provide vital health and medical care to those in need, particularly in crisis zones like Gaza. As part of our commitment to meeting the growing needs of the communities we serve, we're expanding our team.

As the UK Programme Officer, you will play a vital role in supporting the development and delivery of MAP’s programmes in Lebanon and the West Bank. Your responsibilities will include providing crucial support to the regional teams in the development of new emergency response programmes, working closely with PMEAL and fundraising colleagues to ensure the successful implementation of MAP’s 2023-2027 programme strategy.

Duties & Responsibilities

1. Programme Development and support (40%)

Support the regional teams in their development of new emergency response programmes, working closely with PMEAL and fundraising colleagues.

Supporting the Senior Programme Manager and Director of Programmes in the strategic planning process and in working towards the implementation of MAP’s 2023-2027 programme strategy and achievement of strategic objectives.

2. Planning, Monitoring, Evaluation, Accountability & Learning (PMEAL) support (30%)

Support the Director of Programmes and Senior Programme Manager in developing a programme strategy for MAP programmes in Lebanon and the West Bank.

Work closely with the UK MEAL Manager in supporting the development of project logframes, monitoring plans and action plans, and in monitoring the implementation of the M&E plan for projects in Lebanon and the West Bank;

Support the UK MEAL Manager and programme staff in regional offices to develop terms of reference for robust internal/external project evaluations and review evaluation reports.

Participate in MAP’s Accountability Group and its work towards meeting the commitments of the Core Humanitarian Standard (CHS);

Support the Senior Programme Manager and Director of Programmes in promoting MAP’s safeguarding policies and practices in Lebanon and the West Bank;

Review and edit quarterly programme reports from the field teams.

3. Programme coordination with fundraising team (30%)

Liaise closely with the Institutional Funding team and programme staff in Lebanon and the West Bank to develop concept notes, grant applications and donor reports; for existing, new and emergency projects;

4. General responsibilities

Support the mission, ethos and values of MAP;

Support and promote diversity and equality of opportunity in the workplace;

Work collaboratively with others in all aspects of our work;

Abide by organisational policies, codes of conduct and practices;

Treat with confidentiality any personal, private or sensitive information about individual organisations, clients, staff, volunteers and MAP data; and

Carry out other associated duties as may arise in line with the broad remit of the position.

Person Specification

At least 2 years’ work experience in an emergency response/humanitarian aid or development setting.

Experience of developing funding proposals and logframes, donor reporting and managing donor relationships.

Experience in an INGOs is essential.

Experience of project cycle management including project design, planning, monitoring and evaluation and reporting.

Competency in Arabic is preferred;

Health related project management experience is highly desirable.

Experience of major institutional donors and/or charity partnerships is desirable.

Familiarity with grant mechanisms and the work of INGOs;

Project management skills including drafting proposals, reports, conducting monitoring and evaluation of projects;

Good understanding of budgets, monitoring expenditure and reviewing partner financial reports;

Good interpersonal, communication and networking skills and the ability to work successfully with multiple external and internal partners;

Good written and verbal communication skills in English;

Good IT skills, particularly in Word, Excel and PowerPoint; and

Organised self-starter, able to work alone or as part of a team.

A good first degree in public health, management, business, international development, or a related subject.
