Due to
continuing growth, we are seeking a Project
Controls Manager for our Ontario Region located in the Greater Toronto Area (GTA), Ontario, Canada. This individual is a fully qualified
professional with thorough knowledge in planning, scheduling, cost controlling
and estimating within a consulting engineering environment.The Project Controls Manager
will work with Ontario’s Manager of Project Controls within the Project
Management Office to provide cost and schedule analytical support to a number
of sector group Project Managers (PM’s) across the Ontario Region. The type of support will be dependent upon
the project needs and will be provided both in person and through remote means.Key Duties and Responsibilities:Management of the project controls staff assigned to the projectsResponsible to implement all project control aspects of the project or portfolio
of projects including Scheduling, Cost Control, Change Management, Document
Control and Risk Management in accordance with GHD policies and procedures and
good industry practices.Take a hands on approach to all or portions of the project controls
functions depending on project complexity and staff assigned.Works closely with the PM on all major project
functions, with a primary focus on managing and providing support on the
project controls functions.Makes recommendations on the economic, financial
and other implications of the project.Provides support to ensure the project is in
accordance within the policies of GHD to meet the needs of the client.Reviews with the PM and/or PE the budget and
schedule on a regular basis, identifying gaps and providing solutions to
achieving the scope, budget and schedule requirements. Make recommendations on change notices in
compliance with best practice change management techniques.Communicates and distributes project information
to the team leads. Works effectively with the finance department,
especially the project administrators, to ensure project budgets and
invoices are accurate and coordinates with the PM to ensure invoices are
issued to the client.If required, coordinates the preparation of capital
cost estimates by verifying the list of quantity estimates prepared by
each discipline and forwarding it to the person responsible for
estimating.Exercise independent judgment in the selection,
classification, compilation and analysis of data obtained from a variety
of sources. Determines work
procedures and makes recommendations for improvements.Works under general direction with established or
proposed guidelines for conformance with procedures, technical veracity
and project needs. Implements coaching or mentoring on best practice
project controls processes within the project team or with other project
controls staff as required.Guidance is given to junior technical staff when
assigned to a common task. Check
work of assigned staff for accuracy and conformance with quality and
quantity standards.Specific functions that will be managed and
directly provided included:ReportingPrepare monthly project reporting for a
project or a series of projectsPrepare reports, analysis and debrief
notes for project and senior management team on a project or a portfolio
of projectsVerifies for the PM and/or PE that the
schedule and budget data match the progress of the professional services
throughout execution of the project.Cost ControlCoordinates for the PM and/or Project
Engineer (PE) the preparation of the engineering time budget by the team
leads.Develop baseline budgets in conjunction
with project teamCoordinate with the project team to
produce / update the control budget, cost reports, and cost and revenue
forecastEnsure project revenue enhancement
opportunities are maximized through systematic interface between change
management, prime contract management, scheduling and cost control
teams Ensure risk, contingencies and escalation
allowances are documented and updated regularlyPrepare / maintain cash flow projections
and manage working capital.PlanningCoordinates the preparation of the
engineering schedule with the PM, Project Engineer, and design discipline
leads, ensuring that team leads update their section on a regular basis.Develop baseline design schedule in
conjunction with project teamCoordinate with the project team to
produce / update the project schedule including implementing change
orders, delays, etcChange ManagementEstablish change management organization,
system and processesTrack all time / cost changes affecting
the performance of the prime contract Track all time / cost changes to
subcontracts Work closely with Project Director /
Senior Project Manager to ensure that documentary evidence pertaining to
entitlement and quantification is adequate and sufficient Ensure appropriate approvals and notices
are served on a timely basis for all potential changes.Risk Management Ensure risk workshops and schedule risk
analysis are carried out on a regular basisEnsure risk mitigation measures are
implemented, related costs are tracked, and measures followed through on
a timely basisDocument Control and Document Management Establish document control and document
management processes and deploy using standard industry GHD approved
systems.Skills, Competencies and Qualifications:Bachelor’s (B.Sc.) degree or equivalent diploma
from a recognized college or university with a minimum of ten years broad
and extensive technical, administrative and project experience; minimum 10 years
working within project controls and 5 years within a design environmentExperience in providing project controls/services
for design delivery for larger, multi-discipline projects specifically for
industrial/process plants, facilities, or buildings; from design inception
through to construction completion.Detailed knowledge of scheduling methods, cost control processes, risk
management proceduresDemonstrated experience developing and managing project metrics
including but not limited to earned value, CPI, SPIDetailed understanding of project controls as it applies to a design
environment (especially in DB projects)Detailed understanding of the implementation and coordination of project
control systems not limited to P6, @risk (or similar), Unifier, CM+ etcHigh level of proficiency and experience with cost analysis (eg. MS
Excel) and planning scheduling (eg. MS Project or Primavera P3/P6) tools,
including the porting of data from EC industry ERP or cost accounting systems.Excellent verbal and written communication skills.The ability to deal with uncertainty, changing and multiple priorities.Team building, staff management and mentoring skills.PMP, PMI or similar qualifications is considered an asset.
