Jark Bradford Ltd Commercial Division are currently recruiting on behalf of our client for an Assistant Manager to work in Bradford.
To assist the Service Manager in the provision of an effective and efficient Council Tax, Benefits and Business Rates function by taking specific responsibility for the operational direction, management and performance of the following areas:
•Business Rates - billing, collection and enforcement
Management of a team, of up to 25 (full time equivalent) Business Rates, Valuation, Inspections and Reviews Senior Officers, Section Leaders, Specialists and Officers, including home workers
Assist the Service Manager with the monitoring, control and management of the following budgets / income streams:
•Miscellaneous Budget (circa £3m per annum)
•Business Rates costs income and Bad Debt provision
Authorise and be accountable for purchases in accordance with Standing Orders and Financial Regulations.
Responsible for developing and implementing strategies, systems, working practices and procedures affecting Business Rates, Valuation, Inspections and Reviews and ensuring that all relevant legislation and/or policy changes are interpreted, communicated and implemented
Delegated authority in accordance with Council standing orders to;-
•Authorise the write off of debt
•Make decisions on the application of Business Rates discretionary and mandatory relief / hardship
•Make decisions on the application of Section 44a relief
Deputise in the absence of the Service Manager – Council Tax, Benefits and Business Rates, accepting full responsibility.
Lead organisational change and business re-engineering programmes for Business Rates, Valuation, Inspections and Reviews and assist service wide where necessary
Interpret complex legislation and external guidance.
Determine priorities for Business Rates, Valuation, Inspections and Reviews
Hours of work are Monday to Friday 9am to 5pm
Pay Rate £18 per hour (Pay rate is negotiable)
